Journal Article 1403/05/04 <p>The present study examines the implementation capacity of sustainable production promotion policies in the agricultural sector of Sistan and Baluchestan Province. The significance of this issue arises from the fact that agriculture, as one of the main pillars of the province’s economy, requires effective policies to achieve sustainable development. The primary objective of this research is to identify and prioritize the components influencing the implementation capacity of sustainable production promotion policies in the agricultural sector of Sistan and Baluchestan Province using the fuzzy DEMATEL model. This study employed a mixed-methods research design, which included field studies and quantitative analysis. Data were collected through structured questionnaires and interviews with agricultural experts and specialists in the province. The data were then analyzed using the fuzzy DEMATEL model. The findings of this research revealed that the most influential factors on the implementation capacity of policies in the province include agricultural infrastructure, government support policies, farmers’ education and skills, and access to financial resources. The fuzzy DEMATEL model further prioritized these factors and demonstrated that government support and appropriate infrastructure have the greatest impact on the successful implementation of these policies. This study concluded that strengthening implementation capacity in the province requires special attention to agricultural infrastructure and government support policies. In addition, enhancing farmers’ education and skills, as well as improving access to financial resources, can play an effective role in achieving the objectives of sustainable production promotion policies.</p> <p>پژوهش حاضر به بررسی ظرفیت اجرایی خط‌مشی‌های رونق تولید پایدار در بخش کشاورزی استان سیستان و بلوچستان پرداخته است. اهمیت این موضوع از آنجا ناشی می‌شود که کشاورزی به عنوان یکی از ارکان اصلی اقتصاد استان، نیازمند سیاست‌های مؤثر برای دستیابی به توسعه پایدار است.هدف اصلی این تحقیق، شناسایی و اولویت‌بندی مؤلفه‌های تأثیرگذار بر ظرفیت اجرایی خط‌مشی‌های رونق تولید پایدار در بخش کشاورزی استان سیستان و بلوچستان با استفاده از مدل دیمتل فازی است. این پژوهش از روش تحقیق ترکیبی استفاده کرده است که شامل مطالعات میدانی و تحلیل کمی است. برای جمع‌آوری داده‌ها از پرسش‌نامه‌های ساختاریافته و مصاحبه با کارشناسان و متخصصان کشاورزی استان بهره‌گیری شده است. سپس داده‌ها با استفاده از مدل دیمتل فازی تحلیل گردید. نتایج این تحقیق نشان داد مهم‌ترین عوامل تأثیرگذار بر ظرفیت اجرایی خط‌مشی‌ها در استان شامل زیرساخت‌های کشاورزی، سیاست‌های حمایتی دولت، آموزش و مهارت‌های کشاورزان، و دسترسی به منابع مالی هستند. مدل دیمتل فازی نیز اولویت‌بندی این عوامل را مشخص نمود و نشان داد که حمایت دولت و زیرساخت‌های مناسب بیشترین تأثیر را بر موفقیت اجرای این خط‌مشی‌ها دارند. این پژوهش به این نتیجه رسید که تقویت ظرفیت‌های اجرایی در استان نیازمند توجه ویژه به زیرساخت‌های کشاورزی و سیاست‌های حمایتی دولت است. همچنین، ارتقاء آموزش و مهارت‌های کشاورزان و بهبود دسترسی به منابع مالی می‌تواند در تحقق اهداف خط‌مشی رونق تولید پایدار نقش مؤثری ایفا کند.</p> https://www.journaltesd.com/index.php/tesd/article/download/107/78
