Without security, no social functions can be effectively executed. The Preventive Police, given the breadth of its operations, aims to maintain continuous engagement with the public to build trust and enhance public participation. Increased participation strengthens social capital, thereby fostering societal peace and tranquility. Accordingly, the present study aims to identify the social capital strategies within the Preventive Police of the Islamic Republic of Iran. This study is conducted within an interpretive paradigm and follows a qualitative approach. Thematic analysis strategy was used to analyze the obtained data. The statistical population included academic experts and senior police officials (including the Head of the Preventive Police, police station chiefs, commanders of emergency units, outpost commanders, senior operations and follow-up experts, and judicial services officers). Data collection was carried out through semi-structured interviews with 16 purposefully selected experts. For validation, two strategies were used: external audit and triangulation. Based on the research findings, three main themes and eleven sub-themes were identified. The main themes of citizen-police interaction based on social capital are as follows: trust between the police and the public (including capacity-building for public participation, police volunteer activities, social interaction, and the use of social networks); fairness in police behavior (including police honesty, behavioral justice, adherence to the law, and ethical standards); and empowered police (including staff capacity-building, police competency, and police socialization). These were confirmed as key social capital strategies for the Preventive Police. The success of the police in maintaining order and security reflects strong cooperation and interaction between the police and the public. Therefore, enhancing social capital within the domain of community-based policing, through continuous and sustainable strategies and capabilities in all dimensions, can provide a suitable foundation for monitoring, trust-building, socialization, and prevention of deviance and social harm, thereby contributing to the preservation of societal order.</p> <p>برقراری نظم، امنیت و تأمین آسایش و آرامش از وظایف هر حاکمیتی است. بدون امنیت هیچ اموری قابل‌اجرا نخواهد بود. پلیس پیشگیری با توجه به گستره فعالیت­های خود  به دنبال برقراری ارتباط مستمر با مردم برای جلب اعتماد و افزایش مشارکت عمومی است و افزایش مشارکت موجب تقویت سرمایه اجتماعی و موجب ایجاد آسایش و آرامش در جامعه می‌شود. ازاین‌رو، هدف پژوهش حاضر راهبردهای سرمایه اجتماعی در پلیس پیشگیری جمهوری اسلامی ایران است. تحقیق حاضر در قالب پاردایم تفسیری و بر اساس رویکرد کیفی است که برای تحلیل داده‌های بدست آمده، از راهبرد تحلیل مضمون استفاده شده است. جامعه آماری خبرگان دانشگاهی و مدیران ارشد (رئیس پلیس پیشگیری، رئیس کلانتری، فرمانده یگان امداد، فرمانده پاسگاه، کارشناس ارشد عملیات و پیگیری و خدمات قضایی) بود. ابزار گردآوری داده‌ها، مصاحبه‌های نیمه ساختاریافته از 16 نفر خبرگان که به‌صورت هدفمند انتخاب شدند انجام شد. برای اعتبار سنجی از دو راهبرد بازبینی خارجی و تکثرگرایی استفاده شد. بر اساس یافته‌های پژوهش، سه مضمون اصلی و یازده مضمون فرعی بدست آمد که مضامین اصلی تعامل شهروندان با پلیس بر اساس سرمایه اجتماعی عبارت‌اند از: اعتماد میان پلیس و مردم (ظرفیت‌سازی برای مشارکت مردم، فعالیت‌های داوطلبانه پلیس، تعامل اجتماعی و بهره‌گیری از شبکه-های اجتماعی)؛ انصاف در رفتار پلیس (صداقت پلیس، عدالت رفتاری، قانون‌گرایی و استانداردهای اخلاقی)؛ پلیس توانمند (ظرفیت‌سازی کارکنان، شایستگی پلیس و جامعه‌پذیری پلیس) به‌عنوان راهبردهای سرمایه اجتماعی پلیس پیشگیری تائید گردید. موفقیت پلیس در عرصه نظم و امنیت، نشان‌دهنده تعامل و همکاری خوب مردم و آحاد جامعه با پلیس است. بنابراین، ارتقاء سرمایه اجتماعی در حوزه عملکرد امنیت پلیس جامعه‌محور، از طریق راهبردها و توانمندی­های مستمر و پایدار در تمام ابعاد می‌تواند بستر مناسبی برای نظارت، اعتماد، جامعه‌پذیری، جلوگیری از نابهنجاری­ها و آسیب‌های اجتماعی در جهت حفظ نظم جامعه باشد.</p> https://www.journaltesd.com/index.php/tesd/article/download/163/120
