Journal Article 1404 11 01 <p>The present study aimed to provide a sociological analysis of the social welfare policies of the Iranian Welfare Organization in empowering children and adolescents under welfare supervision and to identify the underlying factors, conditions, strategies, and outcomes influencing this process. This study employed a qualitative approach using Grounded Theory methodology. The research population consisted of employees of the Iranian Welfare Organization during 2020–2022. Participants were selected through purposive sampling based on theoretical saturation, and semi-structured interviews were conducted with 20 welfare staff members. Data were analyzed using open, axial, and selective coding procedures following the Strauss and Corbin paradigm model. The findings revealed a six-dimensional model of empowerment for children and adolescents under welfare supervision. Social and individual factors emerged as causal conditions; empowerment was identified as the core category; individual and occupational status constituted contextual conditions; community laws, regulations, and social bias functioned as intervening conditions; education and socio-economic activities represented strategic actions; and psychological and social consequences were identified as outcomes. The results demonstrated that the interaction of these dimensions facilitates self-confidence, social participation, career guidance, life-skills development, and readiness for independent living, thereby playing a decisive role in the effectiveness of welfare social policies. The empowerment of children and adolescents under welfare supervision is a multidimensional phenomenon shaped by individual, social, organizational, and structural factors. The effectiveness of welfare policies increases when educational programs, social support systems, economic opportunities, and positive societal attitudes are implemented in an integrated and systematic manner. The proposed model may serve as a useful framework for developing assessment instruments, intervention programs, and future policy initiatives aimed at improving the empowerment of vulnerable children and adolescents.</p> <p>هدف پژوهش حاضر، تحلیل جامعه‌شناختی سیاست‌های اجتماعی سازمان بهزیستی جمهوری اسلامی ایران در توانمندسازی کودکان و نوجوانان تحت سرپرستی و شناسایی عوامل، شرایط، راهبردها و پیامدهای مؤثر بر این فرایند بود. این پژوهش با رویکرد کیفی و روش نظریه داده‌بنیاد انجام شد. جامعه مورد مطالعه شامل کارکنان سازمان بهزیستی کشور در سال‌های 1399 تا 1401 بود. نمونه‌گیری به شیوه هدفمند و بر اساس اصل اشباع نظری انجام شد و در نهایت با 20 نفر از کارکنان مراکز بهزیستی مصاحبه نیمه‌ساختاریافته صورت گرفت. داده‌ها از طریق کدگذاری باز، محوری و انتخابی بر اساس الگوی استراوس و کوربین تحلیل شدند. یافته‌ها نشان داد که الگوی توانمندسازی کودکان و نوجوانان تحت سرپرستی بهزیستی از شش بُعد اصلی تشکیل شده است. عوامل اجتماعی و عوامل فردی به‌عنوان شرایط علّی، توانمندسازی به‌عنوان مقوله محوری، وضعیت فردی و وضعیت شغلی به‌عنوان شرایط زمینه‌ای، قوانین و مقررات جامعه و سوگیری‌های اجتماعی به‌عنوان شرایط مداخله‌گر، آموزش و فعالیت‌های اجتماعی ـ اقتصادی به‌عنوان راهبردها و در نهایت پیامدهای روانی و اجتماعی به‌عنوان نتایج فرایند توانمندسازی شناسایی شدند. نتایج نشان داد که تعامل این ابعاد در کنار یکدیگر زمینه ارتقای خودباوری، مشارکت اجتماعی، هدایت شغلی، مهارت‌های زندگی و آمادگی برای زندگی مستقل را فراهم می‌کند و نقش تعیین‌کننده‌ای در موفقیت سیاست‌های اجتماعی بهزیستی دارد. توانمندسازی کودکان و نوجوانان تحت سرپرستی بهزیستی پدیده‌ای چندبعدی است که تحت تأثیر همزمان عوامل فردی، اجتماعی، سازمانی و ساختاری قرار دارد. اثربخشی سیاست‌های اجتماعی زمانی افزایش می‌یابد که برنامه‌های آموزشی، حمایت‌های اجتماعی، فرصت‌های اقتصادی و اصلاح نگرش‌های اجتماعی به صورت هماهنگ و نظام‌مند اجرا شوند. همچنین مدل استخراج‌شده می‌تواند مبنایی برای طراحی ابزارهای سنجش، برنامه‌های مداخله‌ای و سیاست‌گذاری‌های آینده در حوزه حمایت از کودکان و نوجوانان تحت سرپرستی باشد.</p> https://www.journaltesd.com/index.php/tesd/article/download/395/310
