A lack of coordinated management, overlapping organizational responsibilities, inconsistencies in data and policies, and a failure to leverage integrated planning capacities have threatened the city's sustainability and efficiency. This study employed a mixed-methods approach, comprising both qualitative and quantitative phases. The qualitative phase involved a sample of 12 experts—including academics and municipal managers—selected via purposive sampling based on specific inclusion criteria. Data collection for this phase relied on semi-structured interviews, and the data were analyzed using thematic analysis. The quantitative phase utilized a researcher-designed questionnaire and a confirmatory factor analysis approach. The statistical population for this phase consisted of experts from Tehran’s municipalities; the initial population was estimated at 900, and a sample size of 274 was calculated using Cochran’s formula, with the study ultimately involving 300 participants. Through thematic analysis, the key factors influencing the implementation of integrated management were identified and categorized into three macro-groups: drivers (propelling factors), strategies (policies and key actions), and outcomes (results and impacts of achieving integrated urban management). The research findings indicate that the most significant drivers for achieving integrated urban management include innovation and the adoption of modern technologies (such as Geographic Information Systems), the reform of legal and institutional structures, the enhancement of transparency and accountability, the improvement of managerial capacity and human capital, and the development of institutional collaboration. Key strategies for implementing this system include redefining structures and processes, formulating joint inter-institutional programs, strengthening inter-organizational synergy, and leveraging technology and open data. Furthermore, the implementation of integrated urban management manifests in increased managerial efficiency, enhanced equity and social participation, environmental sustainability, positive economic transformations, and the growth of social capital and urban cultural identity. All variables at the designated levels were examined and validated using Confirmatory Factor Analysis (CFA) to assess both intra-construct and inter-construct relationships. The study’s findings indicate that developing integrated urban management can pave the way for a city that is sustainable, resilient, efficient, equity-oriented, and responsive to citizens' needs; however, successful implementation requires overcoming structural barriers and excessive bureaucracy, improving interaction among various urban governance sectors, and strengthening legal and financial frameworks. Practical recommendations are offered—focusing on the application of global best practices and the enhancement of stakeholder participation—to guide the implementation process of integrated urban management in Tehran. رشد شتابان شهرنشینی، پیچیدگی ساختارهای کالبدی، اقتصادی، اجتماعی و نهادی در کلان‌شهر تهران موجب بروز چالش‌های متعددی در عرصه مدیریت شهری شده است. نبود مدیریت هماهنگ، تداخل وظایف سازمان‌ها، ناهماهنگی داده‌ها و سیاست‌ها، و ضعف در بهره‌گیری از ظرفیت‌های برنامه‌ریزی یکپارچه، پایداری و کارایی این شهر را با تهدید مواجه ساخته است. روش پژوهش از نوع آمیخته و در دو بخش کیفی و کمی انجام شده است. جامعه آماری این پژوهش در بخش کیفی خبرگان دانشگاهی و مدیران شهرداری ها است که با استفاده از روش نمونه‌گیری هدفمند بر اساس معیارهای ورود به پژوهش شامل 12 نفرمیباشد. ابزار جمع‌آوری اطلاعات بخش کیفی مصاحبه نیمه ساختار یافته است. شیوه تحلیل این بخش استفاده از تحلل مضمون است. بخش کمی پژوهش با رویکرد تحلیل عاملی تاییدی با پرسشنامه محقق ساخته انجام شد. جامعه اماری بخش کمی شامل کارشناسان شهرداری های شهر تهران می باشد که تعداد 900 نفر برآورد شد و براساس فرمول کوکران 274 نفر برآورد شد و در نهایت با 300 نفر انجام شد. تحلیل داده‌ها به روش تحلیل مضمون، محورهای اصلی مؤثر بر استقرار مدیریت یکپارچه را در قالب سه دسته کلان شامل پیشران‌ها (عوامل پیش‌برنده)، راهبردها (سیاست‌ها و اقدامات کلیدی) و پیامدها (نتایج و آثار تحقق مدیریت یکپارچه شهری) استخراج گردید. یافته‌های پژوهش نشان می‌دهد که مهم‌ترین پیشران‌های تحقق مدیریت یکپارچه شهری شامل نوآوری و استفاده از فناوری‌های نوین (مانند سیستم‌های اطلاعات مکانی)، اصلاح ساختار حقوقی و نهادی، تقویت شفافیت و پاسخگویی، ارتقاء توان مدیریتی و سرمایه انسانی و توسعه مشارکت نهادی می‌باشد. راهبردهای کلیدی جهت استقرار این نظام شامل بازتعریف ساختارها و فرآیندها، تدوین برنامه‌های مشترک میان نهادها، تقویت هم‌افزایی بین‌سازمانی و بهره‌برداری از ابزار فناوری و داده‌های باز است. همچنین پیامدهای استقرار مدیریت یکپارچه شهری در ابعاد افزایش کارایی مدیریتی، ارتقاء عدالت و مشارکت اجتماعی، پایداری زیست‌محیطی، تحولات مثبت اقتصادی و رشد سرمایه اجتماعی و هویت فرهنگی شهر نمود می‌یابد. تمام متغیرها در سطوح تعیین شده با استفاده از روش تحلیل عاملی تاییدی روابط درون سازه و بیرون سازه بررسی و تایید شد. نتایج این پژوهش بیانگر آن است که توسعه مدیریت یکپارچه می‌تواند بسترساز تحقق شهری پایدار، منعطف، کارآمد، عدالت‌محور و پاسخگو به نیازهای شهروندان باشد؛ با این حال، موفقیت در استقرار این مدل، نیازمند رفع موانع ساختاری، بروکراسی زائد، بهبود تعامل بین بخش‌های مختلف حاکمیت شهری و ارتقاء بسترهای قانونی و مالی است. پیشنهادهایی کاربردی با تمرکز بر کاربست تجارب جهانی و تقویت مشارکت ذینفعان برای راهبری فرایند استقرار مدیریت یکپارچه شهری تهران ارائه شده است.
