شناسایی عوامل مؤثر بر تقاضای اجتماعی آموزش عالی در ایران

چکیده

هدف پژوهش حاضر شناسایی و اعتبارسنجی عوامل مؤثر بر تقاضای اجتماعی آموزش عالی در ایران با بهره‌گیری از رویکرد تلفیقی فراترکیب و تکنیک دلفی بود. این پژوهش از نظر هدف کاربردی و از منظر پارادایمی مبتنی بر رویکرد تفسیری بود و با استفاده از داده‌های کیفی انجام شد. در مرحله نخست، مرور نظام‌مند ادبیات بر اساس الگوی پریزما انجام شد و پس از غربالگری مطالعات، 18 مقاله واجد شرایط انتخاب و با روش تحلیل مضامین در نرم‌افزار MAXQDA تحلیل شدند. در مرحله دوم، به‌منظور اعتبارسنجی یافته‌ها و دستیابی به اجماع تخصصی، تکنیک دلفی در دو دور متوالی با مشارکت 19 نفر از خبرگان دانشگاهی و اجرایی اجرا شد. تحلیل داده‌های دلفی با استفاده از شاخص‌های توصیفی و ضریب توافق کندال انجام گرفت. نتایج مرحله فراترکیب منجر به استخراج 87 کد اولیه، 16 مضمون فرعی و 4 مضمون اصلی شامل عوامل جمعیتی، اقتصادی، فرهنگی و سیاسی شد. در فرآیند دلفی، اکثر شاخص‌های استخراج‌شده از مرحله فراترکیب موفق به کسب امتیاز بالاتر از آستانه پذیرش شدند و مورد تأیید خبرگان قرار گرفتند. ضریب توافق کندال برابر با 0.71 به دست آمد که نشان‌دهنده سطح بالای اجماع میان خبرگان درباره اهمیت و اولویت‌بندی عوامل مؤثر بر تقاضای اجتماعی آموزش عالی بود. همچنین برخی شاخص‌ها به دلیل کسب امتیاز کمتر از حد تعیین‌شده حذف شدند و چارچوب نهایی عوامل مؤثر بر تقاضای اجتماعی آموزش عالی تدوین گردید. یافته‌های پژوهش نشان داد که تقاضای اجتماعی آموزش عالی در ایران پدیده‌ای چندبعدی است که تحت تأثیر تعامل هم‌زمان عوامل جمعیتی، اقتصادی، فرهنگی و سیاسی قرار دارد. استفاده از رویکرد ترکیبی فراترکیب–دلفی امکان شناسایی نظام‌مند این عوامل و دستیابی به اجماع خبرگان را فراهم ساخت. چارچوب ارائه‌شده می‌تواند مبنایی معتبر برای سیاست‌گذاری، برنامه‌ریزی و تصمیم‌گیری در نظام آموزش عالی کشور باشد.
