شناسایی پیشایندهای سوتزنی سازمانی در دادگستریهای جنوب شرق کشور

هدف پژوهش حاضر شناسایی و تبیین عوامل مرتبط با سوتزنی سازمانی در دادگستریهای جنوب شرق کشور بر اساس دیدگاه و تجارب خبرگان و صاحبنظران این حوزه بود. این پژوهش با رویکرد کیفی، اکتشافی و استقرایی انجام شد. جامعه مشارکتکنندگان شامل خبرگان و کارشناسان آشنا با ساختار دادگستریهای جنوب شرق کشور و صاحبنظران دانشگاهی دارای تخصص مرتبط با فساد اداری، سلامت سازمانی و سوتزنی سازمانی بود. نمونهگیری بهصورت هدفمند آغاز و با روش گلولهبرفی ادامه یافت و فرایند انتخاب مشارکتکنندگان تا دستیابی به اشباع نظری ادامه پیدا کرد. در نهایت، 14 نفر در پژوهش مشارکت کردند. دادهها از طریق مصاحبههای نیمهساختاریافته عمیق 30 تا 40 دقیقهای گردآوری و پس از پیادهسازی کامل، بهصورت همزمان با گردآوری دادهها تحلیل شدند. واحدهای معنایی استخراج، کدگذاری اولیه انجام و کدهای مشابه در قالب زیرمقولهها و مقولههای اصلی سازماندهی شدند. برای افزایش اعتبار و اتکاپذیری دادهها از بازبینی مکرر متون، بازخورد مشارکتکنندگان، کدگذاری مجدد با فاصله زمانی و توافق میان دو کدگذار استفاده شد. تحلیل دادههای کیفی به شناسایی پنج مقوله اصلی منجر شد که شامل ایجاد بازدارندگی و کاهش فساد، افزایش شفافیت، بهبود سلامت و کارایی سازمان، بهبود عدالت و احساس رضایت اخلاقی سوتزن بود. مشارکتکنندگان معتقد بودند که افزایش احتمال افشای تخلفات میتواند از رفتارهای فسادآلود جلوگیری کند، آشکارسازی اطلاعات پنهان را افزایش دهد و سازمان را به پاسخگویی بیشتر و اصلاح رویههای معیوب وادار سازد. همچنین سوتزنی بهعنوان سازوکاری برای حمایت از عدالت، حفاظت از حقوق افراد و تقویت سلامت سازمانی تلقی شد. در سطح فردی نیز گزارش تخلف میتوانست برای سوتزن احساس انجام وظیفه اخلاقی و حرفهای ایجاد کند. نتایج نشان داد سوتزنی سازمانی در محیط قضایی پدیدهای چندسطحی است که میتواند آثار پیشگیرانه، اصلاحی، اخلاقی و عدالتمحور داشته باشد. اثربخشی این سازوکار به وجود کانالهای امن گزارشدهی، حمایت واقعی از گزارشدهندگان، محرمانگی، رسیدگی بیطرفانه و فرهنگ سازمانی پاسخگو وابسته است.
